Personal Documentation Submission Kiosks (PDSKs) are installed at the Immigration Headquarters in Tseung Kwan O to provide appointment-free self-application service for personal documentations. Eligible applicants can complete the Hong Kong identity card application in self-service manner. Applicants who are also eligible for Hong Kong Special Administrative Region (HKSAR) passport can apply HKIC and HKSAR passport in one go through PDSKs.
Persons aged 18 or above holding a locally issued smart identity card may submit the following types of identity card replacement applications via PDSKs:
- Replacement for an adult identity card for persons reaching the age of 18 and holding an identity card for persons aged 11 to 17;
- Replacement for a permanent identity card for persons having their eligibility for permanent identity card verified; or
- Replacement for a new smart identity card for persons holding a valid old form of smart identity card.
For other types of identity card applications, please make an appointment for your application at a relevant Registration of Persons Office through our online booking system (www.gov.hk/icbooking), 24-hour telephone booking system (2598 0888) or the Immigration Department Mobile Application. Persons who need to replace their identity cards which have been lost, destroyed, damaged or defaced may visit any Registration of Persons Offices during specified hours without an appointment. The abovementioned person, who is eligible for submitting an identity card application via PDSK, may also apply for a HKSAR passport in a one-stop manner if he/she is:
- a Chinese citizen;
- a permanent resident of the HKSAR; and
- a holder of a valid Hong Kong permanent identity card.
PDSKs cannot be used for replacement of a HKSAR passport which has been lost, damaged, defaced or is not available or for applications requiring amendment of personal particulars in the passport. In such cases , the applicant should make an appointment to apply in person at the Travel Documents and Nationality (Application) Section or an Immigration Branch Office. - Read and follow the instructions on screen
- Select Identity card application type
- Insert locally issued smart identity card
- Scan the fingerprint of left and right thumb
- Input application details and sign the application
- Take photo
- Select payment method and make payment (only applicable to one-stop application for identity card and HKSAR passport)
- Collect Acknowledgement of Application for Hong Kong Identity Card
- Collect “Collection Notice and Payment Receipt” for HKSAR passport (only applicable to one-stop application for identity card and HKSAR passport)
Upon completion of the application for identity card at PDSK, the applicant’s old identity card will be collected.
No fee is payable for the identity card application nature submitted via PDSK.
Applicants who submit a HKSAR passport application via PDSK should pay the prescribed fee by Octopus or Faster Payment System (FPS) at the PDSK.
Fee for Application of HKSAR Passport
Applicants may choose to collect the identity card and/or HKSAR passport in person (via the Personal Documentation Collection Kiosk) or by authorised person when they submit their application at PDSK. The processing time for an identity card and/or HKSAR passport application is usually 5 working days (working days denote Monday to Friday, excluding General Holidays). In general, applicants can collect the new identity card and/or HKSAR passport on the next working day after the completion of the processing by the Immigration Department. Applicants should collect their identity cards and/or HKSAR passport in person or authorise representatives to collect the cards for them within collection period.

Applicants may choose to collect the identity card and/or HKSAR by authorised person when they submit their application at PDSK. The authorised representative must have attained age 18 and should produce the following documents upon collection:
- His/Her valid proof of identity (e.g. Hong Kong identity card, passport or Hong Kong Re-entry Permit).
- The acknowledgement of application for an identity card and notice of collection for HKSAR passport (only applicable to one-stop application for identity card and HKSAR passport).
- The authorisation form (ID678), or written authorisation. (the signature on form ID678 or written authorisation must be the same as that signed on the application form.
