About Us

The Immigration Department formed a youth uniformed group known as the “Immigration Department Youth Leaders Corps” (IDYL) in December 2013 to provide diversified disciplinary and leadership training for Hong Kong young people. The training programme covers national education, immigration knowledge, foot drill, physical fitness, expedition and community services. It aims to heighten members' sense of national identity, arouse their patriotism, and develop their law-abiding awareness and self-discipline. It also aims to nurture good character, develop leadership skills and positive thinking, and arouse enthusiasm for serving the community among members.

IDYL was previously known as the “Immigration Department Youth Leaders” with students of Secondary 3 to 6 as members. In 2021, the group was officially renamed as “Immigration Department Youth Leaders Corps” with its membership expanded to include Secondary 1 to 2 students in order to benefit more young people.

IDYL is currently operated on school-based basis. Each secondary school participated forms one Division. Through the long term partnership established with the school, regular and suitable trainings and activities are provided to IDYL members.

In 2023, the post-secondary student team “IDYL Plus” was established to enable members to continue their participation in IDYL trainings after being admitted to post-secondary institutes, to share their valuable experience with and assist in leading trainings for younger members.

• The Management Committee, chaired by a Deputy Director, formulates and oversees the development, training activities and scope of service of the IDYL. The Executive Committee and the Advisory Committee was set up under the Management Committee.
• The Executive Committee, chaired by an Assistant Director, is responsible for the daily operation of the IDYL.
• The Advisory Committee, comprising dignitaries of the community, was set up to provide advice in mapping out the strategy and development of the IDYL.

• National Education
  
  It mainly covers the national flag, the national emblem, the national anthem, the Basic Law and the Hong Kong National Security Law, etc., in order to enhance members’ sense of national identity and their understanding of the relevant legislation as well as becoming a law-abiding citizen with good conduct and a strong sense of patriotism.
• Immigration Knowledge
  
  Training officers from different groups of the Immigration Service Institute of Training and Development will teach members on various topics on the work of the Immigration Department, including those on immigration control, various types of identity and travel documents, and law enforcement.
• Foot Drill
  
  Through foot drill training, students will be more obedient and disciplined with improved concentration and accuracy. It can also foster tacit understanding and team spirit among members.
• Physical Fitness
  
  To cultivate the habit of doing exercise among students and enable them to understand that physical exercise is crucial for maintaining good health.
• Expedition
  
  Students, in groups, will receive sufficient training in theory and in practice, covering map-reading, the use of compass, outdoor cooking, gear carrying and safety measures, etc.
• Community Services
  
  Though training and practical service, students will learn to be sensitive to the needs of others and develop enthusiasm for serving others.
