The Immigration Department established a youth uniformed group known as the “Immigration Department Youth Leaders Corps” (IDYL) in December 2013 to provide diversified disciplinary and leadership training for Hong Kong young people. The training programme covers national education, immigration knowledge, foot drill, physical fitness, expedition and community services. It aims to heighten members' sense of national identity, arouse their patriotism, and develop their law-abiding awareness and self-discipline. It also aims to nurture good character, develop leadership skills and positive thinking, and arouse enthusiasm for serving the community among members.
IDYL was previously known as the “Immigration Department Youth Leaders” with students of Secondary 3 to 6 as members. In 2021, the group was officially renamed as “Immigration Department Youth Leaders Corps” with its membership expanded to include Secondary 1 and 2 students in order to benefit more young people.
IDYL is currently operated on school-based basis. Each participating secondary school forms one Division. Through the long term partnership established with the school, regular and suitable trainings and activities are provided to IDYL members.
In 2023, the post-secondary student team “IDYL Plus” was established to enable members to continue their participation in IDYL trainings after being admitted to post-secondary institutes, to share their valuable experience with and assist in leading trainings for younger members.
