*The extended services hours will end after 31 December 2024 as planned. Starting from 2 January 2025, the working hours of Hong Kong Office will be revised to 9:00am – 4:30pm (Mon – Fri) and 9:00am – 12:30pm (Sat), closed on Sundays and public holidays. With effect from the same day, Hong Kong Office will provide the following types of services under items 1 to 8. Applications for replacement of new smart identity cards from persons holding the old form of smart identity card will be centrally processed by the Kwun Tong (Temporary) Office from 2 January 2025 onwards.


The following types of services are available:

  1. Registration of identity cards for Hong Kong residents, including
    1a. First registration of identity cards for Hong Kong residents reaching the age of 11
    1b. Replacement of juvenile identity cards for Hong Kong residents reaching the age of 11 and holding minor identity cards issued to persons under the age of 11
    1c. Replacement of adult identity cards for Hong Kong residents reaching the age of 18 and holding juvenile identity cards
  2. Registration of identity cards for new arrivals
    (other than new arrivals holding Permits for Proceeding to Hong Kong and Macao (commonly known as 'One-way Permits'))
  3. Replacement of identity cards for persons whose identity cards have been lost, destroyed, damaged or defaced without appointment
  4. Replacement of identity cards for persons subsequent to changes in their immigration status, including
    4a. Replacement of permanent identity cards for persons holding Hong Kong Identity Cards with their eligibility for permanent identity card verified
    4b. Apart from item 4a, replacement of non-permanent identity cards for other persons subsequent to changes in their immigration status
  5. Amendment of registered particulars
  6. Application for Certificate of Registered Particulars
  7. Application for Certificate of Exemption
  8. One-stop application for issue of identity card and travel document services (except first application for HKSAR passport by a person aged under 11)
  9. Replacement of new smart identity cards for persons still holding old form of smart identity cards after the completion of the Territory-wide Identity Card Replacement Exercise

All Registration of Persons Offices are using a quota system. Applicants are required to get a quota by appointment before proceeding to respective office for applications. Applicants may use the 24-hour appointment booking system at below to make an advance booking for registration of smart identity card within the following 96 working days through the Internet or a touch-tone dial telephone. For applicants without an appointment but with an urgent need to replace their identity cards which have been lost, destroyed, damaged or defaced, staff of ROP office will offer assistance based on individual circumstances.

The extended service hours of the four designated Registration of Persons Offices - Hong Kong Office, Kowloon Office, Tseung Kwan O Office and Tuen Mun Office will end after 31 December 2024 as planned. Please refer to the relevant press release for details.


Please note that old form of smart identity cards issued before 26 November 2018 will be invalidated in phases in 2025. Please refer to the relevant press release for details.


The Immigration Department has established a new Registration of Persons (ROP) - Kwun Tong (Temporary) Office and adjusted the services of other ROP Offices on 1 November 2023. From 11 June 2024, the Registration of Persons (ROP) - Kwun Tong (Temporary) Office also provides services of replacement of identity cards for persons whose identity cards have been lost, destroyed, damaged or defaced without appointment (specified service hours are 8:00am - 4:30pm from Monday to Friday and 8:00am - 12:30pm on Saturday (excluding public holidays)).
