For the purposes of Schedule 2 of the Immigration Regulations (Cap. 115A) (hereafter “the Regulations”), the Director of Immigration hereby specified the admission schemes set out in Table 1, where the Director of Immigration considered the objective of those admission schemes is to attract talents to come to Hong Kong for development or to attract asset owners to settle in Hong Kong, as “Specified Schemes” pursuant to regulation 11(6) of the Regulations. With effect from 11 a.m. on 26 February 2025 (hereafter “commencement time”), an applicant who makes an application under a Specified Scheme is required to pay an application fee and the corresponding visa Note 1 issuance fee according to the two-tiered fee structure upon approval of the concerned application.

Hereafter referring to an ordinary visa, an entry permit valid for 1 entry issued pursuant to an approved Specified Scheme application, or a change of condition of stay (including an extension of limit of stay) pursuant to an approved Specified Scheme application (e.g. the “Notification Slip for Conditions of Stay” issued in the form of “e-Visa”, etc.).

Excluding the application for unconditional stay or visit visa.
On making an application under a Specified Scheme for entry or a change of condition of stay (including an extension of limit of stay) (hereafter collectively as “Specified Scheme application”), the applicant, whether as a principal applicant or a dependant, shall pay an application fee. Upon approval of his/her Specified Scheme application, the applicant shall pay the corresponding visa issuance fee according to the two-tiered fee structure to collect the visa. The concerned application and visa issuance fees are set out in Table 2. The new fee structure is applicable to those Specified Scheme applications submitted to the Immigration Department at or after the commencement time.
