The “Immigration Facilitation Scheme for Invited Persons” (hereafter “Invited Persons Scheme”) has been implemented with effect from 18 March 2025. It aims to provide more convenient immigration arrangements for invited persons from the Association of Southeast Asian Nations (hereafter “ASEAN”) member states when they visit the Hong Kong Special Administrative Region (hereafter “HKSAR”).
Under the Invited Persons Scheme, invited persons will enjoy one-stop processing of their applications for self-service immigration clearance and/or “e-Visa” (where applicable) through an electronic platform as detailed below:

# The period of stay for nationals of Brunei Darussalam, Malaysia, and Singapore, who are currently enjoying a visa-free period of 90 days on each visit, will remain unchanged.
Relevant Bureaux/Departments (B/Ds) of the Government of the HKSAR will notify persons they plan to invite by email. Interested invitees should reply to B/D’s email and provide the required information (viz. the name as shown in the passport and a preferred email address). Upon receipt of the invitee’s reply, an application link will be sent by the Immigration Department (hereafter “ImmD”) of the Government of the HKSAR to the email address provided for the invitees to complete the online application. The ImmD will inform the applicants of the application results by email within two weeks upon receipt of all the required documents and information.
Invited persons can enjoy streamlined immigration clearance upon presentation of the “e-Card” under the Invited Persons Scheme and their valid passport. They may proceed to the courtesy channels at control points of Hong Kong upon first arrival. Invited persons are eligible to enrol for the e-Channel service subject to holding of a passport valid for at least 6 months. Besides, invited persons may download the “e-Card” through the webpage link in that notification with no additional fee payable.

Q1: | How can I join the Invited Persons Scheme? |
A1: | Under the Invited Person Scheme, relevant policy bureaux/departments will actively invite ASEAN nationals who can make considerable contributions to Hong Kong’s economic development or who have been invited to attend important events in Hong Kong to enjoy the facilitation. |
Q2: | I have received an invitation email for the Invited Persons Scheme and it only requires me to provide my name as shown in my passport and a preferred email address. Should I provide other personal particulars, such as the soft copy of my passport in replying the email? |
A2: | You only have to first provide the information (i.e. the name as shown in your passport and an email address) as required in the email. Upon receipt of your reply, an application link will be sent by ImmD to your preferred email address. You may simply fill in the online application form to complete the application. |
Q3: | I have received an invitation email for the Invited Persons Scheme but I have no concrete plan to come to Hong Kong in the meantime. Can I still apply? |
A3: | Yes. The invited person status under the Invited Persons Scheme will be valid for 3 years. You may apply first so as to enjoy the immigration convenience as and when you next visit Hong Kong. |
Q4: | If I have deleted / lost the invitation email sent by B/Ds, what should I do? |
A4: | Please contact relevant B/Ds for advice/suitable arrangement. |
Q5: | As an invited person under the Invited Persons Scheme, after participating in business activities, can I continue to stay in Hong Kong for sight-seeing and visiting friends? How long may I stay in Hong Kong? |
A5: | Yes. You may continue to stay in Hong Kong as a visitor until the expiry of your limit of stay of the visit. Q6: | As an invited person under the Invited Persons Scheme, can I undertake employment offered by Hong Kong’s companies? |
A6: | Invited persons who intend to take up employment / establish or join in any business, or take up studies in the HKSAR should apply for appropriate visas from ImmD. Besides, eligible visitors under the “Immigration Facilitation Scheme for Visitors Participating in Short-term Activities in Designated Sectors” and “Immigration Facilitation Scheme for Persons Participating in Arbitral Proceedings in Hong Kong” will not need to apply for an employment visa / entry permit to undertake the relevant specified short-term activities. |
Q7: | Do I need to print the “e-Card”? |
A7: | No. However, you may be required to present the “e-Card” stored in your personal mobile device for enjoying facilitation during immigration clearance at control points of Hong Kong (i.e. using the courtesy channel and enrolling for the e-Channel service). |
Q8: | If I have lost my “e-Card” or multiple-journey visit visa, do I need to re-apply? |
A8: | No. You can re-download or re-print the valid “e-Card” or multiple-journey visit visa through the GovHK website or the ImmD Mobile Application. |
Q9: | If I have renewed the passport, can I use the e-Channel with my new passport? |
A9: | If there is any change on the enrolment information, including the replacement or renewal of your enrolled passport, you are required to enrol for e-Channel service again within the validity of your invited person status. |
