With effect from 19 December 2013, stamping of travel document for non-permanent residents during arrival clearance will be replaced by the issue of landing slip which bears the non-permanent resident’s English name, travel document number, arrival date, conditions and limit of stay in Hong Kong.
In general, non-permanent residents such as non-local students, foreign domestic helpers and imported workers admitted under the Supplementary Labour Scheme will be issued with a landing slip upon each arrival. For other non-permanent residents, landings slips will be issued upon their first entry only. Upon subsequent arrival, no slips will be issued and no stamping will be made on their travel documents.

Q1: Which categories of non-permanent residents will be issued with landing slips upon arrival ?
A1: In general, non-local students, foreign domestic helpers as well as imported workers admitted under the Supplementary Labour Scheme will be issued with a landing slip in lieu of stamping on their travel documents upon each arrival. Upon departure, no slips will be issued and the travel documents will not be stamped.
For other non-permanent residents, landing slips will be issued upon their first entry only. Upon subsequent arrival, no slips will be issued and no stamping will be made on their travel documents. Q2: Why non-local students, foreign domestic helpers and imported workers admitted under the Supplementary Labour Scheme will be given landing slip upon each arrival ?
A2: Under the existing immigration procedures, stamping is required on the travel documents of non-local students, foreign domestic helpers and imported workers admitted under the Supplementary Labour Scheme upon immigration clearance. With the implementation of non-stamping immigration clearance for non-permanent residents, landing slips will be issued in lieu of stamping upon each arrival. Upon departure, no slips will be issued and the travel documents will not be stamped.
Q3: Is it necessary for a non-permanent resident to apply for a replacement of landing slip in case of loss and where to apply?
A3: The landing slip bears a non-permanent resident’s conditions and limit of stay. He/she should keep the landing slip while remaining in Hong Kong. Under normal circumstances, loss of landing slip will not affect the departure clearance formalities. Those who require a replacement of the landing slip may apply for free at the Extension Section (5th Floor, Administration Tower, Immigration Headquarters, 61 Po Yap Road, Tseung Kwan O, New Territories).
Q4: Can the non-permanent resident request for stamping on the travel document so as to keep the travel record?
A4: Upon implementation of non-stamping immigration clearance arrangement, the immigration clearance officers will not stamp on the non-permanent residents’ travel documents. If the non-permanent resident needs to apply for his/her travel record, he/she may submit an “Application for a Statement of Travel Records“ to the Records Centre of the Immigration Department and pay the application fee.
Q5: Will permanent residents be issued with landing slips under the new arrangement ?
A5: In general, no stamping on travel document and no landing slip will be issued to permanent residents under the new arrangement. Permanent residents arriving on the strength of a valid travel document affixed with a Certificate of Entitlement to the Right of Abode in the Hong Kong Special Administrative Region will be issued with a landing slip in lieu of stamping upon their first entry. The landing slip will bear his/her English name, travel document number and the date of arrival.

Landing slip in lieu of stamping on the travel document
With effect from 19 March 2013, all arriving visitors at immigration control points will be issued with landing slips in lieu of stamping on their travel documents. The landing slip is the same as that currently issued to Macao Smart Permanent Identity Card holders and Taiwan residents travelling under the Pre-arrival Registration arrangement. It bears the visitor’s English name, travel document number, arrival date, conditions and limit of stay in Hong Kong.

A 1: The landing slip bears a visitor’s conditions and limit of stay. Visitors are required to keep the landing slip while remaining in Hong Kong. Notwithstanding that the loss of landing slip will not affect the visitor’s departure clearance formalities under normal circumstances, visitor who has lost the landing slip may approach in person the Extension Section (5th Floor, Administration Tower, Immigration Headquarters, 61 Po Yap Road, Tseung Kwan O, New Territories) and be issued a replacement free of charge.
