To remind members of the public to renew their HKSAR passports early, the Immigration Department introduced the PMAS, promotional vehicles that will travel around all 18 districts throughout Hong Kong between July 13 and early September to call on and assist members of the public to apply for an HKSAR passport online. Eligible applicants only need to bring their valid Hong Kong permanent identity cards and supporting documents (if applicable) to submit their passport applications with assistance at the PMAS after having their photos taken on site and paying the application fee online by credit card, which is easy, convenient and fast.

Please note that a tag issuing system is in place at the PMAS. If there is a large number of applicants, applicants should get a same-day tag for making an application so that they do not have to wait outdoors. For members of the public who fail to get a tag, we will provide appropriate assistance as far as possible and make flexible arrangements in light of the actual circumstances. Moreover, members of the public can submit their HKSAR passport applications through the Internet or the ImmD Mobile Application, or at Travel Document Submission Kiosks at the Immigration Headquarters in Wan Chai and the seven Immigration Branch Offices in a self-service manner. No booking is required for using the Travel Document Submission Kiosks and photo-taking service is available free of charge, which is fast and convenient.
Applicants should bring along his/her Hong Kong permanent identity card. Applicants under the age of 18 should provide supporting documents as required.
The PMAS provide service for submitting online applications for HKSAR passport and applicants should pay the application fee by credit card (VISA, MasterCard, UnionPay and JCB only).
Applicants who are unable to complete the application process on the PMAS may first take the photo on-site and fill part of the information available. ImmD staff will assist the applicants to save the online applications. A retrieval code will be recorded to facilitate completion of the application at a later stage (e.g. payment or uploading supporting document).
Applicants who are unable to complete the application process may also choose to go to the PMAS again, or visit the ImmD Headquarters in Wan Chai or the any of the Immigration Branch Offices where ImmD staff will offer assistance.
Apart from the Hong Kong permanent identity card, applicants under the age of 18 should provide the following supporting document.

* Please also provide the court order, if appropriate, to prove that the consenting legal guardian has custodial rights in respect of the child.

If the Tropical Cyclone Warning Signal is cancelled or lowered to Signal No.3 or below / Black Rainstorm Warning Signal is cancelled or lowered to Red Rainstorm Warning Signal at or after 10 a.m., PMAS service will remain suspended on that day. Alternate arrangements (if any) for the original service location on that day will be announced after resumption of PMAS service.
Tropical Cyclone Warning Signal No.1 or 3 / Red Rainstorm Warning Signal
Subject to the weather / road conditions, PMAS service may be temporarily suspended and will resume if conditions allow.

PMAS service will resume within 2 hours if “extreme conditions” is cancelled before 10 a.m. and the weather and road conditions so allow.
If “extreme conditions” is cancelled at or after 10 a.m., PMAS service will remain suspended on that day. Alternate arrangements (if any) for the original service location on that day will be announced after resumption of PMAS service.
* In the case of serious disruption of public transport services, extensive flooding, major landslides or large-scale power outage caused by a super typhoon, the Government will make an announcement of “extreme conditions”.
The service may also be suspended or cancelled due to other adverse weather conditions or circumstances. Members of the public please pay attention to information on the most updated service arrangement announced by the ImmD.
The application procedures and required documents for an online application submitted under the above service are no different from an online application submitted by oneself. Applicants are required to collect the new passports in person at the Immigration Headquarters or the Immigration Branch Offices. For children aged below 16 and unmarried persons aged 16 or 17, the consenting parent or legal guardian is required to accompany the child/applicant for collection of the passport so as to sign on the application form. Means of application for HKSAR travel documents (including HKSAR passport, Document of Identity for Visa Purposes and Re-entry Permit) remains unchanged. An applicant is required to submit the application in person at the Immigration Headquarters or the Immigration Branch Offices if the old passport has been lost, damaged, defaced, or is otherwise not available, or where an applicant needs to amend the personal particulars in the passport.
