The Immigration Headquarters has moved to Tseung Kwan O on 11 June 2024 to provide services to members of the public. The new headquarters is located near the Tseung Kwan O and Tiu Keng Leng MTR Stations and is easily accessible by various modes of public transport.
The new headquarters is equipped with better facilities and infrastructure, including the new “Personal Documentation Submission Kiosks” and “Personal Documentation Collection Kiosks”, to further leverage technology for enhancing the department’s capacity to process applications for Hong Kong identity cards and Hong Kong Special Administrative Region Passports, with a view to delivering public services of better quality.
Members of the public can use various modes of public transport to go to the Immigration Headquarters.

Some services have been reorganised upon the commissioning of the Immigration Headquarters.
The Registration of Persons (ROP) – Kwun Tong Office has been relocated to Tseung Kwan O on 11 June 2024, and renamed as the ROP – Tseung Kwan O Office. The ROP – Kwun Tong (Temporary) Office, located at Manulife Financial Centre, Kwun Tong, will continue to provide services at its current address, while the ROP – Hong Kong Office at the Immigration Tower, Wan Chai, will also continue to provide services at its current address.
Marriage registration service is provided at the Immigration Headquarters where a marriage hall is established. Marrying couples can hold their wedding ceremony at the brand new hall.
Birth registration service is provided at the Immigration Headquarters. Parents can register the birth of their newborn babies at the Births Registry of the Headquarters.
