聲請人出席入境處的審核會面時，可獲得公費法律支援。 When attending the screening interview, claimants are provided with the publicly-funded legal assistance. 入境處聘用駐部門的翻譯員和傳譯員，在簡介會和審核會面期間為聲請人提供 傳譯支援。 The department hires in-house translators and interpreters to provide interpretation support for claimants during briefing sessions and screening interviews. 全面檢討及成效 Comprehensive review and effectiveness 二零一六年，政府全面檢討處理免遣返聲請的策略，提出多項措施，包括從源頭減低可能 提出聲請的人抵港、增撥資源以加快審核和處理上訴等程序及遣送聲請被拒者離港、加強 針對非法工作等罪行執法及改進羈留安排。入境處一直積極配合有關的檢討工作，所採取 的多項措施均取得成效。二零一九年年初，入境處已基本完成審核一度積壓至超過 11 000 宗的聲請。此外，《 2021 年入境（修訂）條例》於二零二一年八月一日起生效，進一步改善免 遣返聲請的安排，包括提高入境處的審核效率和防止拖延手段、加強在源頭堵截、執法、 遣送和羈留聲請人等。經改善的程序繼續符合法庭定下的「高度公平標準」的法律要求。 In 2016, the government conducted a comprehensive review of the strategy for handling non-refoulement claims and introduced various measures, including reducing at source the number of potential non- refoulement claimants, allocating additional resources to expedite the procedures for screening of claims and handling appeals, as well as removal of claimants whose claims have been rejected, stepping up law enforcement against crimes such as unlawful employment and improving detention arrangement. The department had been providing active support for the review and the measures implemented had been effective. In early 2019, the department had largely completed the screening of more than 11,000 pending claims. Besides, the Immigration (Amendment) Ordinance 2021 took effect from 1 August 2021, further improving the handling of non-refoulement claims including enhancing efficiency in screening by the department and preventing delaying tactics; stepping up the interception at source, enforcement, removal as well as detention of claimants, etc. The improved procedures will continue to meet the legal requirements of ‘ high standards of fairness ’ as laid down by the court. 115 維護法紀 公正嚴明 Upholding the Law and Acting with Impartiality
